Will be adjusted in the next pay grade
He told that at present the basic pay grade of primary teachers (classes 1 to 5) is Rs 25 thousand. At the same time, the basic pay grade of secondary teachers (class 6 to 8) is Rs 28 thousand. Similarly, the salary of higher secondary teachers (class 9 and 10) is Rs 31 thousand and that of two teachers is Rs 32 thousand. The big thing in this is that if the current salary of the employed teachers who have got the status of state employee is more than their pay grade, then they will also get the benefit of pay protection. This means that they will continue to receive their salary now and will later be adjusted in the next pay grade as per their preference.
-Primary and Secondary Directors can transfer specific teachers out of the district in public interest.
-The rule of no work, no pay will be effective. Salary will be withheld for being on leave without approval.
If salary exceeds pay grade, teachers will get benefit of pay protection
According to the Bihar School Special Teacher Manual – 2023 issued by the Education Department, if the current salary of the employed teachers who have got the status of state employee is more than their pay grade, then they will also get the benefit of pay protection. This would simply mean that they will continue to receive their current salary. Later, they will be adjusted in the next pay grade as per their preference. This can be understood in this way that if there is an employed teacher in 2006, his salary will be more than the proposed salary of special teachers. In such a situation, their salary will not be according to the current grade, they will continue to get it as per the old grade.
Teachers will merge as a single cadre at the district level
According to the rules, special teachers will be merged into a single cadre at the district level. Provided that he passes the competency test conducted by the department. There a separate cadre will be formed, whose service conditions will be regulated in these rules. Whenever a particular teacher retires or resigns or is dismissed, no appointment will be made against that vacancy by the local body.
Will belong to the same reservation category
The department will be able to transfer the fixed percentage of vacancy to the cadre of school teachers and the remaining to the promotion of special teachers. Such a person who has been appointed on compassionate grounds under this rule will be considered as appointed under the Bihar State School Teacher Rules. Teachers appointed under the Local Bodies Rules 2020 will remain affiliated to the same reservation category for which they were employed by the local bodies.
Separate priority list will be prepared
A priority list of special teachers will be prepared at the district level. A separate priority list will be prepared subject wise for each category of teachers i.e. primary, middle, secondary and higher secondary. Criteria have been prepared for this. The local bodies are trained as teachers according to the norms, date of pay scale etc. Any other case not fitting the criteria will be decided by the DEO. In the rules, there is provision for the procedure for initiating departmental proceedings, punishment etc.
